I had what sounds like a similar issue, and bumping the "impatience" parameter (https://sumo.dlr.de/docs/Definition_of_Vehicles%2C_Vehicle_Types%2C_and_Routes.html#impatience) of the vType from 0.5 to 0.6 for most vehicles in the model made the network flow much more believably.  I can't say what the right value should be for you or how this might interact with your other parameters, but it made intuitive sense for the region of the US that I'm modeling where drivers are more likely to make risky turns and cut off oncoming traffic if they wait too long.
