I imagine you could raise the parameters 'unemploymentRate' and 'freeTimeActivityRate' (and maybe set the retirementAge to a low value so that nobody has to work anymore).
Warning: I never actually tried this.

I'm using activitygen and have a question about Free Time Activities.
The definition of Free Time Activities shows that the people who finished
their work activity will go out in the evening.
How can we change the parameters of the statistic file to simulate a
scenario on non-workday? Or is there any other solution to set people to go
