Thank you for the example. You found a new bug: https://github.com/eclipse/sumo/issues/8533

Until this is fixed, the best work-around I can offer is to manually delete the text after "generated on " in your xml file

I.e

<!-- generated on 2021/4/22 ¤W¤È 08:47:38 by Eclipse SUMO netedit Version 1.9.0

to

<!-- generated on
