Otherwise, you do not need any programming. Just add pedestrian crossings at a traffic_light node. (https://sumo.dlr.de/wiki/Simulation/Pedestrians#Generating_a_network_with_crossings_and_walkingareas)

You must use the traffic light mode of netedit (hotkey 't') to edit traffic light plans.
