I can answer only for myself why I did not participate in recent elections, and why I had trouble voting in this one.
Often, the elections are for people I have never heard of, so I simply do not know how to evaluate them.
Quite often, the nominated candidates do not have a clear or sufficient history of contributing to the project as a whole, or at least not in the areas I am familiar with. This is highly expected given that we have rather independent “modules” within the project.
Since I do not know these people personally, I rely on GitHub data such as commits, issues, or discussions — but this only gives a very vague picture of their actual contributions.
Taking the current example: Andrey’s visible contributions are largely comments within one discussion. The election description states that he has been “leading the base libraries,” but I cannot judge whether he did a “significant” contribution or simply arranged
the meetings. In reality, only a handful of people are in a position to assess this properly — and almost none of them are committers, but contributors to the base libraries. For such cases I would expect at most three or so truly informed votes. I highly
doubt 30% or even 50% of committers can reasonably vote here.
I believe Wayne has already "volunteered" to discuss this (and similar meritocratic principles) with the project leads. You can easily reach me personally via Slack.

We approved some committer elections yesterday.
In that context we were wondering why the election participation was so low.
Below 30% of the committers took part in the elections.
The PMC would definitely like to see a participation rate of at least 50%. Please take part in the next elections! (see [1])
And if there are inactive committers, please consider retiring them [2].
