The thing is that, technically speaking, GitHub is not an improvement over Gerrit and Bugzilla. A few things are better, many things are worse... Going to GitHub wouldn't improve the workflows themselves. The only major benefit is the amount people who are familiar with it.

You also need to put in the balance the cost and risk it is to change a workflow and to handle a migration technically speaking. With the legacy of Eclipse project, surfing semi-winners is not always profitable as several of those semi-winners are of short longevity and erode as quickly as they grow.
