[photran] Photran home page

Dear Photran Developer,
Please update the photran page. There are parts often out of date, for example in the recent announcement on the main page, when you click on screenshots under Photran 3.1 you will be directed to a page with shots of photran 2.1, also it is good to update the news section monthly and inform users about the minor changes or near future plan.
