[p2-dev] p2 projects are now API tooling enabled

Olivier had the patience to enable our projects with API tooling. This does not mean that we will create API for 3.5, but it will allow us to use 3.5 as a baseline when we develop the next version of p2 and thus have a clear report of what we are making API.
In addition of API tracking, API tooling the EEs being used and revealed a few problems that we have fixed.
