[openMobility] Google summer of code

Hi all,

as agreed in the SC meeting I check internally on the Google Summer of Code (GSoC). It turned out that we have a full-fledged wiki page on this:

Seems that there is already a first automotive related idea at the wiki page

A mentor would usually need to spend a couple of hours a week over the ten weeks period. But this also varies on the students.

For the "efficiency" I got the following feedback:
"The measure of how beneficial the programme is really dependent on your goals. They're mostly undergraduate students and it's a ten weeks long programme; it helps to keep your expectations regarding student productivity and output low. That is, do not think of the GSoC as a means of getting free labour. Rather, our most successful student projects are about relationship building and growing mindshare. My ideal outcome is that students will continue to contribute after they've completed the project. We have a handful of committers who came to us through this programme. The short version is that the benefits to the Eclipse project team itself are generally indirect."
