Release Process explained 
The IP (intellectual property) check was done. This assures that everyone who contributed to Nebula (not committers) were allowed to do so [2]. 
Nebula is in the Technology top level project and we got a "go" from Eclipse Technology PMC (PMC duties described here [3]). 
The final step is for the EMO (Eclipse Management Organization) to declare all this a success and officially communicate this to the world.

Hi All,   As agreed, master is closed for new features. From this day forward we only fix bugs. I will prepare
 the release this week and communicate about it when it is ready for testing.   Please check:

Has the major version been bumped on API changes

Has the minor version been bumped on new features 
·

I think we need to enter the final phase for the new Nebula release which is June 28. I suggest to: 
* Close for new features next Monday.  
* Start the releng work to update version numbers etc.. 
* Ask for a release review. 
Please add your entries to the New and Noteworthy [1].
