CQs are no longer required for content that has already been approved. You can just use anything that's in Orbit without creating a CQ.

There's been a few changes to the IP Policy. There's also a new tool for helping you to determine whether or not a CQ is required. 

I've sent a few messages to the committers mailing list about this over the last two years. It's probably a bit too late to ask you to check your spam folder.

Hello PMCs

I just tried to file some Contribution Questionnaires for several libaries uDig resolves from Orbit P2 repository. When I choose a dependency on https://projects.eclipse.org/projects/locationtech.udig/cq/create/intro and like to finish the request, it fails with undefined error. Question from my side: How can I create Piggyback Requests for already approved 3rd-party dependencies?
