At least two tangible advantages:

1. Ability for spec implementation components such as Mojarra, MyFaces, Soteria, Jersey to fully take advantage of JDK 21 features
2. Ability for extension components such as OmniFaces, PrimeFaces, DeltaSpike to fully take advantage of JDK 21 features

We're still in agreement; I agree implementations should be able to chose to only support 21.

That seems compatible with also allowing an implementation to support 17 if they chose.

And another advantage, open to opinion perhaps:

3. Moving the eco-system forward by signalling JDK 21 is the baseline 

We agree in that it would be great to signal this.  IMO the best way to do that is to actually add API features that need Java 21.  My understanding is we didn't do that, hence this conversation.
