The project is currently in the incubation phase. This means that all distributed artifacts must be branded per the incubation branding guidelines.

Is it time to graduate the project into the mature phase? Is the project team fully familiar with their responsibilities under the EDP and Eclipse IP Policy? Is the code mature with stable APIs? Has the project team been taking steps to grow the organizational diversity of the committer team?
