We have a lot of BB10 3rd party app developers in south Asia. It's pretty impressive. But their hardware and connectivity definitely keeps us in check from assuming they all have the massive screens and fast Internet connections we do.

Wow, did some digging, and it turns out that this might be an indicator of increasing adoption of open source dev tools in developing world (!), see e.g.
