The charter defines Committer Members. At least one elected representative of the committer members sits on each of the Steering, Specification, and Marketing Committees ("At least one seat is allocated to Committer Members.").

Ivar can definitely a) join the working group as a Committer member, and b) run to be the representative on the Jakarta EE Steering Committee as the committer rep. Ivar might also, e.g., join the Specification Committee as a representative of the EE4J PMC ("EE4J PMC may decide how to select its representative").

FWIW, Committer members also have full representation on the Foundation’s Board of Directors, and their input is valuable and appreciated.

I guess it's not entirely clear, what the responsibilities f the Jakarta EE WG as opposed to the EE4J PMC is, but with the current setup even the EE4J PMC Chair Ivar unless he or his company decided to become an Eclipse Solutions Member would only be allowed to join the Jakarta EE WG as a non-voting Guest for one year ;-|
