For those who do not know Werner, you may be surprised to learn that
he does not set either the policies or strategies of the Eclipse
Foundation.
What could be
more vendor neutral than the JCP EC?
The JCP is owned and operated by Oracle (previously Sun). It is not,
and has never been an independent, vendor-neutral organization,
despite many requests that it become so.
See these 2007 JCP Executive Committee meeting minutes for
example:
https://jcp.org/aboutJava/communityprocess/summaries/2007/December07-summary.html
Oracle has no
way of overruling things in the EC.
That is simply incorrect. For example, please see
https://jcp.org/en/procedures/jcp2
Ballots to approve Umbrella JSRs that define the initial
version of a new Platform Edition Specification or JSRs that
propose changes to the Java language are approved if (a) at
least a two-thirds majority of the votes cast are "yes" votes,
(b) a minimum of 5 "yes" votes are cast, and (c) Oracle casts
one of the "yes" votes. Ballots are otherwise rejected.
