[eclipse.org-planning-council] EEF in the aggregated build.

Hi,

EEF is kinda late for the train and the team is going to have a try on
the brand new Planning Exception process. In the meantime we cleared
their last build and publishing issues and I added them to the
aggregated build today to see if everything was ok from a build perspective.

After fixing a few glitches we got it to work,  I'm disabling their
contribution now waiting for the exception process to go on.

I felt like I had to clarify what was going on a bit looking at today's
agenda ;)
