While there is no priority having multiple rows of tabs in the IDE, IMO vertical tabs could be highly appreciated (esp. related to screen estate — developers tend to have more horizontal screen space avail., so saving vertical space for contents instead of tabbars feels like a good idea).

I'm thinking abou the left and right columns of views (the ones which almost always contains "project explorer" and "outline" views). Currently, I've 4 views on the left: project explorer, type hierarcy, git repos and junit. Having vertical tabs would save some vertical screen estate (and would allow me to see the title of the 4 of them instead of ellipsis :)).

I agree about being careful. My take is that with such a high number of votes, even old ones, this feature must be useful to a bunch of people, even today. Unfortunately, we don't know the age of the votes, so we can't really analyze them more than that.
