Thanks for your comment. I agree that this won't add much to the IDE (at least short term). While there is no priority having multiple rows of tabs in the IDE, IMO vertical tabs could be highly appreciated (esp. related to screen estate — developers tend to have more horizontal screen space avail., so saving vertical space for contents instead of tabbars feels like a good idea).
The goal of FEEP is to make "improvements to the Eclipse IDE/Platform". As such, this platform improvement fits in there: it's addressing a high priority thing for people who have voted on the bugzilla. It's an acknowledgment that they have been heard.
