I think Martin Odersky talking about Scala would be interesting and technical.    You might also consider someone like Grady Booch, who I hear is a very good speaker.

fwiw, we once asked Werner Vogels to talk at EclipseCon Santa Clara.   He delegated to someone on his team and the presentation turned out to be a not-so-great product pitch for AWS.

The problem with keynotes is typically that it is hard to find good
ones which do not cost (much) money. Thus we need to think early about
them.

Another one which just came to my mind ist Werner Vogels, CTO of
Amazon. He could probably say some interesting things about cloud
computing. (Although we had that as a topic last year).

For me a keynote can be out of our typical boxes. So if it has nothing
to do with Eclipse (or even IT) it still might be a good keynote. It
should be something people remember (in a positive way ;-)) and can
think about for a few hours.

Very difficult to find someone. The last keynotes held by "famous" people I
have seen were too disappointed (Martin Fowler, Robert C. Martin at OOP for
example). The good keynotes I've seen the last years were at Eclipse Summit
;-)

I normally would prefer listening to David Anderson, the Kanban founder. But
he's too focused on his topic, an Kanban isn't a Eclipse thing.

Maybe Martin Odersky could be interesting  for a technical talk. He has made
some experiences in improving the Scala Eclipse IDE.
