Our experience is that individuals can improve response time, a.k.a., the squeaky wheels gets the grease. I realize that there are limits to speed improvements, but I also find that some effort on the part of the speaker _does_ make things work more quickly.
I'm particularly sympathetic to the smaller companies (e.g. individual consultants), for whom the financial impact could be quite real.  
If there's an issue and the speakers involved can demonstrate (i.e., say with a straight face) that they've done all they can and that it's just company X's legal department that is blocking the issue, then of course we (the Foundation) will accommodate with an extended early registration pricing deadline for those speakers, etc. Of course we will.
but doesn't fix the dynamics issue.  
That's true, it's just that my experience is that a little pressure does help (see squeaking wheel).
