'- more plugins' is a bigger downer than you might think because every time you add a new plug-in, that is another directory that has to be copied by hand to create an RCP installation. There are already a bunch of them, and until there's a nice RCP export wizard (bug 49592) adding more just makes deployment more and more painful.

Some time ago I took the responsibility for reviewing where generally useful but small bit of function like variables, expressions etc should live in Eclipse.  Unless there is a strong argument to the contrary, these will be packaged as plugins in their own right.  This has a number of benefits (+) and a few drawbacks (-).
