For everyone's information...the required fix for these missing files
was a rapid rebuild of ECF 3.5.1 today...with the necessary about.html
and eplv10.html present.
Although there are no substantive differences from the ECF 3.5.1 release
build done on 5/20, the ECF download page [1] now points to a new 3.5.1
version
p2 repo: http://download.eclipse.org/rt/ecf/3.5.1/site.p2
qualifier: v20110531-2218
git tag: R-Release_HEAD-sdk_feature-28_2011-05-31_22-14-29
