[ecf-dev] Project meta data is out of date for technology.ecf

Projects are required to keep meta data up to date using the MyFoundation
Portal (http://portal.eclipse.org/).  The following problems were found
with this project's meta-data:

* The date for release 0.9.2 cannot be parsed. Please use MM/DD/YYYY or
YYYY-MM-DD.
* The date for release 0.9.3 cannot be parsed. Please use MM/DD/YYYY or
YYYY-MM-DD.
* The date for release 1.0 uses the no-longer-supported xQxxxx date format.
Please use MM/DD/YYYY or YYYY-MM-DD. If you are unsure of the date, we
recommend you err long and use the late date of the quarter.
* The date for release 0.9.4 is in the past, but the release is not
completed. If it is completed, it should be marked as completed; if it has
been postponed, it should be given a new target date.
