The project indeed saw few changes in recent months, but the development hasn’t stopped. It’s just a coincidence that we haven’t released a new final release. The snapshot releases, however, are maintained and are in good shape. The latest additions and the pull requests in the pipeline possibly justify a new release soon.

I'm glad to hear that things are good. It's a good practice to release and initiate a project review regularly (https://www.eclipse.org/projects/dev_process/#6_3_Reviews) either Release or Progress review. I recommend doing Progress review before doing your next release as after it you can do releases without the burden of release reviews.
If you have any questions don't hesitate to ask about anything at the Tools PMC list.

At Planning Council call today it has been brought to my attention (as Tools PMC member) some lack of communication with the project [1] on a high profile issue regarding of usage of Buildship together with the rest of the ecosystem. So would you please try to be a bit more active on the communication side with others.
Please don't take that as any criticism why you haven't fixed the issue or smth like that! What we look for is for the project to be honest upfront with issues they face, give guidelines on what people interested in seeing a particular issue fixed has to do in order to fix it properly and hopefully review the coming patch.
P.S. There seem to be no release since 2021-01-13 as per https://projects.eclipse.org/projects/tools.buildship . Is the project struggling?
