 You can close both elections below for amalgam projects then.

 When we will commit something on amalgam we will reopen one election if needed.
 (But imo I still think that around 40 commits on other Eclipse projects for Matei or code reviews for Zael highlights more than one yearly commit in amalgam)
 About EPL, I will open github issue yes.

Participation in other Eclipse projects is not generally considered to be a sufficient demonstration of merit for election to a different project. I accept that there may be exceptions, but I'm not seeing that here. 
The open source rules of engagement described in the Eclipse Foundation Development Process require that a project be open, transparent, and meritocratic. This
applies to committer elections. 
The bar for contribution is incredibly low. If the candidate is ready to be a committer on the project, creating even a single pull request should be straightforward. Or is there a discussion related to the project on a mailing list archive,
 issue, or other public channel that you can cite?

While I have your attention... please work with the EMO to update the Eclipse Amalgam project licence to EPL-2.0.   --
