[adoptium-pmc] [VOTE] Invite Andrew Leonard to join the Adoptium PMC

New PMC members are elected by the existing PMC leads and members, and 
approved by the Eclipse Management Office/Executive Director [1].

Current PMC members are hereby invited to vote on electing
Andrew Leonard as an additional Adoptium PMC member.

Andrew has demonstrated a broad understanding of the Adoptium project 
and its goals over a sustained period of time, and has been representing 
the project externally. His detailed knowledge of Temurin build would be 
a valuable addition to the PMC.

Please vote by reply with one of:
 +1 : request Andrew is added to the PMC
  0 : no opinion either way
 -1 : do not request Andrew is added to the PMC at this time
