Smoke Test Request for WTP 3.1.0 S-build for RC3

Please document your Project's testing and approval of our 3.1 RC3 S build,
by today, Monday, 2 PM (Eastern Time), or let us know if that's not possible.

I think there are a few issues with versioning and 'about.html' files that will
likely result in some re-builds, but those should not prevent testing
from starting or cause re-testing.
