With 3 PMC providing +1 and the rest silent, I've gone ahead and released 3.9.5.

Project leads, please submit your TPS reports, if you haven't already, for the Oxygen.3 and Oxygen.3a releases.

PMC members,

https://bugs.eclipse.org/bugs/show_bug.cgi?id=533162 was discovered very late in the shutdown of Oxygen.3a. It did not get into our WTP 3.9.4 release. In discussion during today's WTP Development Status Meeting, the PMC members and Project leads in attendance agreed that we should do a quick WTP 3.9.5 release to get that fix out to the public.
This will be an extremely mininal release, only including that one bug fix on top of WTP 3.9.4. (Unless there are any other bugs that the PMC approves to get into this release.) If you have any concerns about doing this release, please speak up! Otherwise, please give this a +1.
