Given our discussion and the controversy around bug 298906, 
I'd like to ask your explicit review of the proposed solution.

The latest proposal would allow N-1 projects to function as they were, 
even if touched by version N. But brand new projects created with version N 
would not work with version N-1. 
I think this is acceptable and a typical way that other Eclipse projects 
evolve changes, but wanted to be sure you all agreed. So, please 
respond with your explicit vote indicating agreement, or not.
