The process is basically that you convince one of the existing members of Incubator Project that it should be put forth as a proposal,
that member does so, there's a short vote on mailing list just to confirm agreement it meets the criteria of a incubating component,
then you are voted in as a committer to the incubating project. The initial code, and putting it into CVS, is a bit more open, depending on
a number of factors. Is the code attached to bug 196418 intended as the initial contribution? To go into CVS? I ask since it doesn't have
"org.eclipse" package names. Assuming there is some chunk of code to be the initial contribution, that has to go through some degree of IP process
(for example, is it new code, written entirely by you? Or does it some from some other project or product?).

This bugzilla entry was one of the items I had in mind when we started the WTP Incubator, so it certainly has my support. I'll send separate note asking
for vote to get things moving (but ... many are out on holidays, or otherwise distracted getting ready to leave for holidays, so it might be slow going until the new year).

This proposal is connected with bug

If you have ever come to developing custom tag libraries your expertise
and comments will be of greate help to the project.

In the bug there is a source attachement and it should be possible for
you to just download and test the wizard and editor.

Of course in the moment there is only an idea for a wizard and editor,
but I have played around with the topic for a while and I think one can
really benefit from the support of custom tag libraries in WTP.

I would also like to make the proposal part of the WTP incubator
project, but I am not familiar with the process. Can you help me on this
topic?
