I changed my password, and that made no difference.

I can connect with pserver. And I can connect to other CVS servers via extssh just fine. I just can't connect to /cvsroot/webtools on extssh as dsatchwel.

I'll get in touch with the webmaster...

Just adding a new connection that uses a different protocol as well,
will work if you already have a pserver connection.
