[wtp-dev] Commit rights for Richard Mah have been expired

Kathy Chan has expired the commit rights for Richard Mah (rmah).  The
reason for this change is:

Richard Mah had taken on other job responsibilities and had not been active
on the Web services project for some time.  In a continue effort to keep
the project commit rights up to date, I have removed Richard's commit
rights for the Web services project.
