No, this has not been announced. This
first meeting (today) is an exploration of whether we want to proceed or not.
If this does move forward, there will be a public project proposal to comment
on, newsgroup, etc. Plenty of opportunities for anyone who is interested to
join the effort. The people who are currently involved in this discussion are
Tim deBoer, Brian Fitzpatrick (DTP) and yours truly.
Having said that, I certainly don’t
see any harm in letting those who already know they are interested in joining
this call. Here is the information:

one of the notes on the topic you say

Also, in case you didn’t catch it on Planet Eclipse, I
managed to talk myself onto Technology Project’s PMC, so I guess I will
have to now be part of the solution instead of just complaining about the
problem. :)
