[wtp-dev] Context-aware menus in the Common Navigator

Extended Team:

      While triaging defects I ran across
https://bugs.eclipse.org/bugs/show_bug.cgi?id=83461 which requests support
for context-aware menu options (such as a list of specific wizards under
the New> menu based on the end-users selection). The support to do this is
already available in the Common Navigator, but I'd like to open up the
discussion (using https://bugs.eclipse.org/bugs/show_bug.cgi?id=83461 as
the forum) for what kinds of context-aware New/Import/Export options users
might like to see.
