The com.ibm.wtp.common.util plugin has not been renamed yet. It is owned by the VE project and we are waiting on the VE eclipse tools project to rename this.
Until it is renamed you can get the runtime jars for this plugin from Eclipse VE tools site i.e http://www.eclipse.org/vep/ for org.eclipse.wst.common.frameworks to compile.

Subject: [wtp-dev] com.ibm.wtp.common.util plugin is missing
I've tried to run the latest build, and one roadblock I've found is the
missing prerequisite com.ibm.wtp.common.util in
org.eclipse.wst.common.frameworks
I could not even find com.ibm.wtp.common.util in the repository.
Plugin class from org.eclipse.wst.common.frameworks has compile errors and
does not load, as a result functions that are built on top of that are not
working (e.g. validators, and then XML wizards and editors).
Could owners of org.eclipse.wst.common.frameworks please look into that.
