[wtp-dev] com.ibm.wtp.common.util plugin is missing

I've tried to run the latest build, and one roadblock I've found is the
missing prerequisite com.ibm.wtp.common.util in
org.eclipse.wst.common.frameworks
I could not even find com.ibm.wtp.common.util in the repository.

Plugin class from org.eclipse.wst.common.frameworks has compile errors and
does not load, as a result functions that are built on top of that are not
working (e.g. validators, and then XML wizards and editors).

Could owners of org.eclipse.wst.common.frameworks please look into that.
