No objection, in fact opposite, since
we are developing on Eclipse M3 and some of our JSP contribution will depend
on being on that version, so sooner the better as far as I'm concerned.

Here is the patch to org.eclipse.wtp.releng\maps\build.cfg, for moving
up the WTP build to eclipse 3.1 M3 base. 



Does anyone object to moving up from M2?   If there are no objections
voiced by Tuesday 3pm EST, I'll ensure the build gets updated.

BTW, I built WTP successfully locally with this patch on windows.
