[wtp-dev] Move up to eclipse 3.1 M3?

Here is the patch to org.eclipse.wtp.releng\maps\build.cfg,
for moving up the WTP build to eclipse 3.1 M3 base.



Does anyone object to moving up from
M2?   If there are no objections voiced by Tuesday 3pm EST, I'll ensure
the build gets updated.

BTW, I built WTP successfully locally
with this patch on windows.
