The http://www.eclipse.org/webtools/initial-contribution/IBM/Getting%20Started.html page still points to the old download url while http://www.eclipse.org/webtools/development/main.html points to the correct one.

Use http://download.eclipse.org/webtools/downloads/initial-contributions/ibm.zip instead.
