there is no Windows specific build provided, sorry. But wakaama uses CMake which also exists for Windows (see
http://www.cmake.org/runningcmake/). As wakaama is POSIX-compliant, it should build easily on Windows.
2)
Wakaama test client is indeed a standalone C-client. You can connect it either to the wakaama test server or to Leshan. Just provide the correct URL
to the client command line or by editing tests/client/lwm2mclient.c main() function. The Eclipse Foundation provides a Leshan sandbox server at
http://leshan.eclipse.org/.
