Eclipse UML2 was declared dysfunctional in order to appoint the two
committers who voted. Is this dysfunctionality sufficient to allow the
EMO to address the PL election impasse, or is a further declaration of
dynsfunctionality required to terminate the two committers who failed to
vote and so blocked the election?
