Common Query Language is a specification used to provide a text friendly representation of the same Filters and Expressions used for making Web Feature Server requests. It is also used directly when talking to OGC Catalog Severs.

It is not an application to install into ubuntu; it is a way to express your question when talking to a web service. We use this text representation in uDig in a number of spots (as a way to allow people to write down a "query" that is displayed as selected features on the screen).
