took some time, but here it is:

The problem occurs when building against target platforms older than
2019-09 (which we do, to test compatibility of our plugin against older
Eclipse versions still used by our customers).
I don't know what exactly goes wrong under the hood, but the Bugzilla
ticket has a minimal reproducer attached with which you can build
against two target platforms: Mars (broken) and 2019-12 (works).
