With a 1.7.0-SNAPSHOT built locally from commit ff9c2031df81c7ce1c3e1696afc85b2849d866d0, Tycho recognizes my tests. With the 1.7.0 staged at <https://oss.sonatype.org/content/repositories/orgeclipsetycho-1061> I get "No tests found".
