This was an old PDE-maven-plugin build that essentially shells out to
Eclipse PDE.
The dependencies are copied into the /lib directory and all 3 files
mentioned need to be kept in sync with the version numbers (going from
SNAPSHOT -> release -> SNAPSHOT)
