Ok I found my Problem.
I Eclipse the path to the Icon shoud begin with a "/" and then the package and so the icon-path.
Tycho somehow can't figure that path out, when I delete the "/" at the beginning of the path i get a waning in eclipse but tycho can handle the Icon.
The Eclipse PDE Build works also correct.
