I think it is better you create a fragment bundle that extends org.eclipse.osgi and include there all system packages that your bundles needs...

Then include this fragment into one of the features installed in your p2...

This way your customers wont need to do anything...

Does that mean that with Tycho 0.14, whenever one wants to use a system library, he has to create an extension bundle that re-export it?
