Hmm I changed this back to the snapshot repo and things look good again.

Looks like some other configuration is missing when using the staging repo.

I'm afraid I don't really have the time to strip this down to a reproducible example. Other projects that were tried looked good so far.

There shouldn't be "payload" changes (same code), but some version change in pom.xml take place between snapshot and staging. This extra change, although it's usually safe, can be room for issues.

Can you please report this issue with some details and a minimal reproducer to bugs.eclipse.org ?
