three releases since the initial code contribution, that is minor releases 0.13.0 through 0.15.0.

I understand from  [1] that a prerequisite for a release review is that all CQs are approved.
To be fair, I think we should mention that up to last Thursday, there were 12 CQs for tycho's third party dependencies not approved yet.
These CQs were filed for the initial code contribution in May 2011.

True. Now that the CQs are approved, I don't see why we shouldn't do a release review for the 0.16.0 release.

Being part of the release train is a different topic IMHO and shouldn't be mixed up with process compliance.
